  1. Pangasinan residents and Filipino citizens only;
  2. Individuals at least 18 years old from the start of the training;
  3. Individuals who are not a current beneficiary of other government educational scholarship or subsidy programs for beneficiaries;
  4. Individuals at least high school/senior high school graduate, ALS graduate, or college graduate.
