The Overseas Workers Welfare Administration (OWWA) is now accepting applications for several scholarship programs for qualified overseas Filipino workers and their dependents.
If you are planning to enter college or are already studying in college, this may be your chance to receive educational financial assistance through one of the following programs:
- Education for Development Scholarship Program (EDSP)
- Congressional Migrant Workers Scholarship Program (CMWSP)
- OFW Dependents Scholarship Program (ODSP)
Aside from checking the deadline, applicants should carefully review the qualifications because the requirements differ depending on the scholarship program and category.
OWWA Scholarship Application Schedule 2026
📅 EDSP Category 1 and CMWSP
September 7–17, 2026

Since applications are processed according to the applicable OWWA guidelines and available slots, applicants are encouraged to prepare their documents early and avoid waiting until the last day.
How Much Financial Assistance Can Qualified Scholars Receive?
One of the biggest benefits of these programs is the educational financial assistance provided to qualified scholars.
Education for Development Scholarship Program – EDSP
Qualified EDSP scholars may receive up to ₱60,000 per school year
The scholarship may continue for an eligible four- or five-year college course, subject to OWWA rules and the scholar maintaining the required qualifications.
Congressional Migrant Workers Scholarship Program – CMWSP
Qualified CMWSP scholars may receive up to ₱60,000 per school year
This scholarship is intended for qualified migrant workers or their eligible dependents pursuing approved college programs.
OFW Dependents Scholarship Program – ODSP
Qualified ODSP scholars may receive: ₱20,000 per school year
The grant can help with school-related expenses while the qualified dependent continues an eligible college or associate degree program.
Congressional Migrant Workers Scholarship Program – CMWSP
The CMWSP provides an educational opportunity for qualified migrant workers and their eligible children.
Who May Apply for CMWSP?
Applicants must meet the following general qualifications:
- Must be a deserving migrant worker or active OFW not more than 45 years old; or
- Must be a child of an active or inactive OFW who is below 21 years old.
- For children of OFWs, the applicant must have a General Weighted Average(GWA) of at least 80%, with no failing grades, or must belong to the top 20% of the graduating class.
- For OFW applicants, there must be no failing grades.
- Annual family gross income must be within the income requirement stated by the program, currently listed as US$2,400 or ₱76,000.
- Alternative Learning System or ALS passers under the Continuing Education Program – Accreditation and Equivalency (A&E) may qualify if they have an average of at least 85% or its equivalent, as certified by a DepEd-accredited school.
- No other member of the OFW family must currently be availing of another OWWA Scholarship Program.
CMWSP Basic Requirements
Applicants should prepare the following for the online application:
1. Proof of Identity
For the OFW:
- Copy of the valid OFW passport bio or information page
For the dependent:
- Valid school ID or any available valid ID
- Birth Certificate or Baptismal Certificate
2. Proof of Grades
Applicants may submit any applicable school record from the previous school year, such as:
- Form 137
- Form 10 or Transcript of Records
- Form 138 or Report Card
- Certificate of Grades issued by the school
3. 2x2 ID Picture
The dependent applicant must submit a:
- Recent 2x2 ID picture with white background, name tag, and signature
Important: If the applicant cannot provide current or previous semester grades, grades obtained within the last two school years may be considered as reference.
ODSP Category 1 – Incoming First-Year College Students
The OFW Dependents Scholarship Program Category 1 is intended for qualified applicants who are entering their first year of college.
ODSP Category 1 Qualifications
The applicant must:
- Be a child or sibling of an active OFW member.
- Be single.
- Be not more than 21 years old.
- Have a passing General Weighted Average from the previous school year.
- Have an OFW family member whose monthly income does not exceed US$1,000 or its equivalent.
- Have no other family member currently availing of another OWWA scholarship program.
ODSP Category 1 Requirements
Proof of Identity
For the OFW:
- Copy of valid OFW passport bio or information page
For the dependent:
- Valid school ID or other available valid ID
- Birth Certificate or Baptismal Certificate
Proof of Grades
Any applicable record may be submitted, including:
- Form 137
- Form 10 or Transcript of Records
- Form 138 or Report Card
- Certificate of Grades
2x2 ID Photo
The applicant must submit a:
- Recent 2x2 ID picture with white background, name tag, and signature
Applicants who cannot provide current or previous semester grades may use grades from within the last two school years, subject to evaluation.
ODSP Category 2 – Currently Enrolled College Students
ODSP Category 2 is intended for qualified students who are already enrolled from second year up to fifth year college.
ODSP Category 2 Qualifications
Applicants must:
- Be a child or sibling of an active OFW member.
- Be single.
- Be not more than 30 years old.
- Have a passing General Weighted Average from the previous school year.
- Be currently enrolled in a Philippine-based college or university.
ODSP Category 2 Requirements
Prepare the following documents:
- Copy of the OFW's valid passport bio or information page
- Applicant's valid school ID or other available valid ID
- Birth Certificate or Baptismal Certificate
- Proof of grades from the previous school year
- Recent 2x2 ID picture with white background, name tag, and signature
Accepted proof of grades may include:
- Form 137
- Form 10 or TOR
- Form 138
- Report Card
- Certificate of Grades
If current or previous semester grades are unavailable, records from within the last two school years may be considered.
EDSP Category 1 – Incoming First-Year College Students
The Education for Development Scholarship Program Category 1 is intended for qualified Grade 12 students preparing to enter college.
EDSP Category 1 Qualifications
The applicant must:
- Be a child of an active OWWA member; or
- Be a sibling of an active OWWA member who is single, or married but without a child.
- Have no other OFW family member currently availing of an OWWA Scholarship Program.
- Be single.
- Be not more than 21 years old.
- Be a graduating Grade 12 student.
- Have a General Weighted Average of at least 80% or its equivalent.
EDSP Category 1 Requirements

For the applicant:
- Valid school ID or any available valid ID

- Be a child of an active OWWA member; or
- Be a sibling of an active OWWA member who is single, or married but without a child.
- Have no other family member currently availing of another OWWA scholarship program.
- Be single.
- Be 30 years old or younger.
- Have a GWA of at least 85% or its equivalent.
- Have no failing grades.
- Be currently enrolled in a Philippine-based college or university.
EDSP Category 2 Requirements
Applicants should prepare:
- OFW's valid passport bio or information page
- Applicant's valid school ID or other valid ID
- Birth Certificate or Baptismal Certificate
- Proof of grades from the previous school year
- Recent 2x2 ID picture with white background, name tag, and signature
